The core cause: you selected the clone-voice(LocalAPI) TTS channel, but that local service is not running (or not deployed). The error WinError 10061 No connection could be made because the target machine actively refused it means nothing is listening on http://127.0.0.1:9988, so the software cannot connect to it.

Solutions (choose one):

  1. Deploy and start the clone-voice service first (only if you really need it). It is a separate project that must be installed and running locally before pyVideoTrans can call it. Note that clone-voice is no longer maintained and is not recommended for new users.

  2. Switch to a built-in cloning channel (recommended). Since you want clone (original voice cloning), use a built-in channel that requires no separate deployment:

    • OmniVoice-TTS(内置) — supports many languages, ⭐⭐⭐
    • Qwen-TTS(内置) — ⭐⭐⭐
    • Confucius-TTS(内置) — 14 languages
    • F5-TTS(内置) / ChatterBox(内置) / ZipVoice(内置)

    For best cloning quality, also set in 菜单 → 工具 → 高级选项 → 语音识别参数:

    • Max speech duration: 6–10 s
    • Min speech duration: 3000–4000 ms
      And check 分离人声背景声 in 设置更多参数.
  3. If you don't need cloning at all, just pick a normal voice role such as Edge-TTS(免费) and select a Khmer voice.

Note about your target language: you are translating to Khmer (km), which is a low-resource language. If you use a traditional translation channel (Microsoft Free) for it, mapping errors are likely. For Khmer, set the translation channel to an AI LLM (e.g. DeepSeek / OpenAI / Gemini) to guarantee success. Also, confirm that your chosen TTS channel actually supports Khmer — many cloning models do not.
