This is the known Edge-TTS 403 error (WSServerHandshakeError: 403 ... speech.platform.bing.com). Microsoft changed the authentication logic of the free Edge-TTS endpoint, so the version you are running (v4.14, frozen/pre-packaged build) can no longer connect. It is not a problem with your text, voice role, or network.

Solution (in order):

  1. Upgrade to v4.16 — this release specifically fixes the Edge-TTS 403 issue.

    • Since you are on a frozen Windows build, download the v4.16 package from /downpackage and extract it over your directory D:/win-pyvideotrans-v4.14 (because your version gap is large, use the full package ~2.7GB, not only the ~360MB patch).
    • Overwrite all files/folders (especially sp.exe, _internal, videotrans), not just sp.exe. Your configs (params.json/cfg.json) are preserved.
    • If after covering you still see "module version too low" errors, delete every __pycache__ folder found inside _internal, then re-cover.
  2. If you use a VPN/proxy with Edge-TTS, create an empty file named edgetts-noproxy.txt in the software root directory (D:/win-pyvideotrans-v4.14/) to force Edge-TTS to bypass the proxy.
  3. To avoid rate-limiting (403/断流) — go to Menu → Tools/Options → Advanced Options → Dubbing:

    • Set EdgeTTS voice-over concurrency to 1
    • Set Pause (s) after each dubbing request to 5–10
  4. If Edge-TTS still fails, switch the dubbing channel to another free/local option (e.g. Qwen3-TTS(内置), OmniVoice-TTS, or gTTS), which does not depend on Microsoft's endpoint.
