This is because Microsoft changed the authentication logic of the free edge-tts interface. The edge-tts library built into v4.15 has become invalid, so the WebSocket handshake is rejected and returns 403 (it is not a voice problem; the voice tr-TR-AhmetNeural itself is normal).

Solution (in order):

Upgrade to v4.16 or later (this is the official fix for the 403 problem)
- Download the v4.16+ patch package or full package from https://pyvideotrans.com/downpackage.
- When overwriting, be sure to overwrite all files, including sp.exe, the _internal folder, and the videotrans folder; do not overwrite only sp.exe.
- If you still get an error saying that a module version is too old after overwriting, search for __pycache__ in the _internal folder of the old version, delete all files and folders found, and then overwrite again.
If you are using source deployment (non-frozen package), update the edge-tts library:

If that fails, run uv remove edge-tts first, and then run the above command.
Temporary alternative: before the upgrade takes effect, switch the TTS channel to another one that supports Turkish, such as gTTS(Free) (requires a proxy in mainland China) or a built-in channel that supports Turkish. Alternatively, switch the subtitle translation target to a language you can dub, and process it again later.
Supplementary mitigation (to prevent being rate-limited): in Menu → Tools/Options → Advanced Options → Dubbing, set EdgeTTS Max Concurrency to 1, and set Post-Dubbing Delay (s) to 5~10.

Note: your video file name contains special characters such as – (en dash) and &, and the path is quite deep. It is recommended to rename it to a short path containing only English letters, digits, and underscores (e.g. D:/maya312/mya312-class01.mp4) to avoid subsequent FFmpeg path errors.
