The edge_tts component bundled with v4.13 is incompatible with Microsoft's current authentication logic (the Sec-MS-GEC token check), so this is a component-level problem with that version, not an issue with your network or the text you entered.

Solution:

Upgrade to v4.16 or later (v4.17 is recommended). Download the latest patch package and overwrite the files (you must copy sp.exe, _internal, and the videotrans folder all together; copying only sp.exe does not take effect), because v4.16 changelog explicitly fixed the Edge-TTS 403 issue.
If you are running from source or on macOS/Linux, run uv add git+https://github.com/rany2/edge-tts.git; if that fails, run uv remove edge-tts first and then run the add command again.
After upgrading, to avoid being blocked again, open Menu → Tools → Advanced Options → Dubbing Settings and set EdgeTTS Max Concurrency to 1 and Post-Dubbing Delay (s) to 5~10.
If you still get a proxy-related error after upgrading, create an empty file named edgetts-noproxy.txt in the software root directory (for example C:/win-pyvideotrans-v4.13-1/) to force Edge-TTS to bypass the proxy.
